devel/p5-DateTime-Format-MySQL: Set PORTEPOCH to 1

In 11e519254, PORTVERSION was updated from 0.0701 to 0.08. While 0.08
is numerically greater than 0.0701, pkg considers 0.08 less than 0.0701.
