devel/tablist: Update and fix build after 459015b

A recent change in the Emacs master branch results in an elisp error
when `define-minor-mode' is called with an empty doc string. Work
around this problem by adding a simple doc string in (define-minor-mode
tablist-edit-column-minor-mode ...).
