www/tor-browser: update to 12.0.5

• This updates the Firefox-ESR code to 102.10, no local changes since 102.7
• Only enable rust-simd on amd64 as it breaks the build on at least i386 (www/firefox-esr has it disabled globally)

While here bump USES=python to 3.7+
