release: Don't create an etcupdate logfile during make release.

This looks to be based on quite an old tree; it's missing the -DNO_ROOT support and still has mergemaster code. I'd need to check how the -DNO_ROOT code handles the logfile, though I have a feeling I didn't bother to add it to the METALOG in the first place so it might be fine.

Ah right this is just based on a releng/13.4 branch...

Note this is a direct commit to releng/13.4, although it might be better to do a corresponding change to main (slightly different patch needed) -> stable/13 -> releng/13.4.

More wanted to get the discussion on whether this makes sense and advice on how you would like to get this committed would be helpful (or if re wants to take care of making that change directly).
