lib: libclang_rt: hook up lsan where appropriate

Summary

LSan is typically available either as part of ASan (which has knobs to
disable it) or standalone (for LSan without the more invasive bits of ASan).

Hook up both so that -fsanitize=address brings in leak detection
automatically, and -fsanitize=leak also now works.
