13.1 relnotes: Add entries for most of the Relnotes: notations in log

Summary

Add entries suggested by most of the "Relnotes: yes" or "maybe"
entries in the git log for releng/13.1 since the 13.0 release.

Individual sections reviewed by mm (ZFS and libarchive), bz (iwlwifi),
cperciva (EC2-related items).

If this means "provided it matches the fingerprint computed for the host key received", I'd make that explicit. Maybe;

When prompting whether to record a new host key, answering with a fingerprint instead of "yes" or "no" will compare it against the fingerprint of the host key received and accept it if they match

I was also wondering whether I should change the older entries from the imperative "Add ..." to "... was added" etc. That should be a separate commit though. Comments?

Hmm, I would have thought that was the only fingerprint in question. The following is a bit less verbose; what do you think?

There are many other entries with "Sponsored by" on the same line, or with multiple sentences per line (including the sample entry, and the entire introduction). Should I fix them all? Or maybe just the new entries in this commit?

Separate commit, if worth doing. (I have no opinion on that point other than "would it keep release notes from being ready in time?")
