Ensure MK_LDD for bootstrap-tools matches MK_LLD_BOOTSTRAP.

This fixes building libllvmminimal with MK_LLD support when WITHOUT_LLD
or WITHOUT_TOOLCHAIN are set, which are install flags not build tools
flags.
