Update dirdeps.mk

Fix handling of local.dirdeps-missing.mk
we need to reset DEP_RELDIR and DIRDEPS just as if including
a Makefile.depend*

Also fix a typo in DIRDEP_LOADAVG_REPORT
and improve debug output.
