Cirrus-CI: stop forcibly installing pkg

Updated pkg is now in quarterly and there is no need to forcibly
install a specific version.

This reverts commit 1c376684c7441a90e64f082c19e3da7942716ad1.
This reverts commit 3c097b06a71715ec9ae86430ee94e25e954a1e36.
