science/h5utils: Adopt/Update to 1.13.2

• Switch to MASTER_SITES
• Add missing lib dependencies (graphics/jpeg-turbo and science/hdf) to build bin/h4fromh5 and bin/h5fromh4 binaries
• Use USES+= localbase
• Update new home url
