devel/sdl20: correct BROKEN with disabled SDL_JOYSTICK

The port builds fine when both SDL_JOYSTICK and SDL_HAPTIC are
disabled, so instead of BROKEN for SDL_JOYSTICK, just make
SDL_HAPTIC require SDL_JOYSTICK
