emulators/mtools: fix the patch, COMMENT, and port description

• Add back the patch hunk lost in commit b13d37256e21 (luckily, this did not affect packaging in any way)
• Clarify the COMMENT and shorten it for the benefit of ``pkg search ^mtools'' fitting the standard 80-character terminal
• Reformat port description, spell abbreviations properly, etc.
