Mk/Uses/perl5.mk: Update USE_PERL5=modbuildtiny
Module::Build::Tiny 0.042+ does not generate empty manpages. Therefore, we
update version requirement of BUILD_DEPENDS in order to avoid PLIST issues
(leftovers when using old p5-Module-Build-Tiny).
