security/gnupg: remove unnecessary pkg-message

There were installation instructions that dated from ~2017
which are no longer relevant after a fix was applied upstream.
An IPv4 host connecting to a dual-stack hks server now gets a meaningful
errno and retries the connection (as IPv4 only).
