math/saga: Update to 8.2.3

Several fixes and improvements:

• saga_gui/view_table_control: fix precision issue when editing floating point numbers
• shapes_lines/line_polygon_intersection: fix adding line attributes to intersection result; addresses DLL shapes_lines 3, no attributes on lines after intersect with polygon
• saga_api, CSG_Shape: bug fix, selecting a shape by point coordinate
• saga_gui/view_table_control, selecting records: fixes related to wx version >= 3.1.7
• saga_gdi/3d_view_panel (saga_gui), garden_3d_viewer: 3d-viewers, improved support for wxOSX and wxGTK with GTK 3 Wayland backends
• ta_hydrology/Flow_AreaUpslope: fix 'Contour Length' option not available (=> crash)
