devel/llvm13: fix BE_NATIVE build

Handle new per-backend Exegesis libraries. Awkwardly, they use the
opposite convention of all other per-arch binaries so add (hopefuly
temporary) machinery to support libLLVM<Foo><Arch>.a libraries.
