net-mgmt/netdata: Update to 1.37.1

• Includes fixes for recent streaming security vulnerabilities
• Also remove custom dashboard patch since it was getting harder to maintain, and with the 1.37.0 release netdata already disable the sign-in component when built with --disable-cloud
