Summary

Doug & I consolidated the feedback on OCI image naming yesterday,
this should cover all the necessary changes in src & release.
I am still finishing test builds, that will take until tomorrow.

Colin: assuming the builds are fine, I would like to MFC this
into 14.3-RELEASE obviously.

The runtime name is taken from the main pkg-base package that this
image is built off.

This will need to change to follow the new pkgbase tag naming convention but that can happen in a separate commit
