This is fine, with Pau Amma's suggestion.

I note that this document is not very useful. It is not easy to find or particularly detailed, because it doesn't have a clear idea of its target audience. You've shown here it was outdated by several years, and the perl link at least will become stale again before too long.

It is my intention to delete it in the future. Much of the Developer's Handbook suffers similar problems. @oh this should not stop you from making improvements, but keep it in mind!
