Update uefi-edk2-qemu to upstream TianoCore tag edk2-stable202202
and update Makefile to match the style of uefi-edk2-bhyve.

(Not sure any of the others listed as Reviewers are going to offer more than that and I'd hate to see this stalled.)

Sorry, this has been superseded by https://reviews.freebsd.org/D35148 which I still need to do some work on to avoid breaking sysutils/bhyve-firmware.
