Summary

This function was removed at 5779d8ad57794077ada64f6ff0519bd59e862af7.
Long past time to remove the declaration to ensure people aren't
confused.

Based on the name I wonder if this was a predecessor of xen_intr_handle_upcall(). Not urgent as nothing remains which uses this.
