rS366681: Add IPv4 fragments reassembling to NAT64LSN.

Summary

NAT64LSN requires the presence of upper level protocol header
in a IPv4 datagram to find corresponding state to make translation.
Fragments reassembling can be done via separate ipfw's rule. This
patch adds to NAT64LSN instance internal ability and removes this
requirement.
