KDE: Update KDE Gear to 22.12.3

Over 120 individual programs plus dozens of programmer libraries and
feature plugins are released simultaneously as part of KDE Gear.

Today they all get new bugfix source releases with updated translations, including:

• ark: Properly check if there is sufficient free space available before extracting (fixes bug #459418)
• kate: Activate the view of viewspace which made the request (fixes bug #465811)
• kdenlive: Fix crash and offset when moving a group with subtitle
